Capital Smart City Islamabad is located at a drive of 5-7 minutes from the New Islamabad International Airport, about 10 km from Thalian Interchange at Lahore-Islamabad Motorway (M2). Due to the dedicated interchange on M2 motorway, Capital Smart City will be accessible from Islamabad and Rawalpindi city centers within 25 to 30 minutes.
Although the dedicated interchange of Capital Smart City has not been constructed yet, the society has received approval from FWO and the construction will also commence soon. The approval for construction of Capital Smart City Interchange has now been formally acquired in a meeting with National Highway Authority on 4th February 2022.
The location of the interchange will be closest to the Overseas Central block and the Education District.
The interchange will not only provide a quicker route to the city of Islamabad and Islamabad International Airport but would also enhance the smooth flow of traffic.

The Master Plan has been revised from 55,000 Kanal to 100,000 Kanal and will soon be increased to 150,000 Kanals. The new master plan has revealed exciting details. Another Executive block “Executive District 2” has been added adjacent to Executive District.
The new addition of zones and districts include Forest Residence, NCAF(SPD) Apartments, Aviation District, Gate Precinct, Capital Block District, Riverview Heights, Cultural Residence, Sill River Business Park, CPEC Business Park. Moreover, the map indicates that the society would have NUTECH University, a students’ hostel, and GIKI & NDU apart from Education District.
Moreover, Crystal Lake Block, which will have corporate offices, has been shifted to another location. The area of the Education District is increased, also featuring new institutions. The application for NOC of CPEC Business Park and Sill River Business Park will be applied soon. Many leading companies and brands have signed up to have their headquarters in the Business Park of Capital Smart City.

The land of Capital Smart City falls in the district (Mauza) Chahan and Mandwal which comes under the jurisdiction of Rawalpindi Development Authority (RDA). In 2018, Capital Smart City had received the final No Objection Certificate (NOC) from RDA for the first phase. Click here to see the list of approved housing societies under RDA.
After receiving the NOC, the society held the first successful balloting event in December 2019 where over 6,000 members of phase 1 of Overseas and Executive blocks were allotted plot numbers. The next balloting event is expected by the end of this year.
Moreover, Capital Smart City has now received approval for Sui Gas Supply as well.
The most anticipated milestone of Capital Smart City’s development is finally here. Capital Smart City has announced the possession dates of Overseas East (Overseas Block 1).
Overseas block-1, now known as Overseas East, was launched in early 2018. This block received extra fame and love from the market as it accompanied the news of being the first block to get possession. The management had announced that Overseas District 1 will get possession in mid-2020. However, it got delayed due to COVID-19 and the new rumor was the end of this year.
Capital Smart City has just broken the most awaited news of the year. The market had been eagerly waiting for the possessions to be announced in other sectors of Overseas East (Overseas Block-1), after the possessions of sectors A & B.
The possessions in Overseas East (Overseas Block-1) are now announced. The possessions can now be taken in sectors C, D, E, G, H, J & K with immediate effect from 14th June 2021.
The first 25 members to take possession of residential plots in sectors C to K will get a 50% discount on development charges. Besides, more construction incentives have been also announced.
The members possessing balloted plots in either Overseas or Executive blocks are required to obtain their Allotment certificates upon submission of the form and requisite fees. It is mandatory to hold the Allotment Certificate for the transfer of balloted plots from 1st February 2021.
Capital Smart City has finally announced the possession schedule for Overseas Block-1. The possession will be handed over sector-wise. Sector A and B of Overseas block-1 are ready for possession. Every month until April 2021, sectors C to E will also be given possession one by one.
Overseas West block is expected to be launched soon!
The developers of Capital Smart City are setting a benchmark for the real estate industry of Pakistan by delivering possessions of plots at an expeditious speed. Now the sectors from Sector C to Sector K are also available for possession. Possessions are already open for Sector A and B of Overseas East (Overseas Block-1) are already for possession.
Furthermore, the developers are extending generous construction incentives to members to foster fast-track construction in the block.
Incentives in Sector A & B and sectors C to K include delay of developmental charges on early construction and completion of grey structure.
Additionally, members can get villa design drawings from top architectures ( (by DSA- Dubai, and MEP (Mechanical, Electrical, and Plumbing) leading to a saving of approximately Rs. 200,000 to Rs. 30,0000 in sector A & B and Rs. 250,000 to Rs. 50,0000 in sectors C to K depending on the property’s size.
As per latest news, Possession of Sectors B, C, D, and E in Executive Block will be granted in Mid 2022.
Executive block was launched in May 2019 with the promise of early possession. While the payment plan is of 3 years, possession is being given after one and a half (1.5) year which shows that all members of Capital Smart City will get possession within 3-4 years from the date of purchase.
In order to get possession, members need to clear all outstanding dues before the deadline and pay the Development Charges, Extra Land Charges and Prime Location Charges in four quarters, starting from the time of possession.
Capital Smart City is a large scale housing project spanning over more than 55,000 kanal of land. The project is divided into three main blocks, called Overseas block, Executive block and Harmony Park block. The newly launched block, called Overseas Prime, forms the fourth block.
In each block, there are commercial and residential plots of various sizes along with constructed villas available on easy installment plans. Over all, the commercial plots range from 2.5 marla to 8 marla in size while residential plots range from 3.5 marla up to 2 kanal in size. The details of each category are as follows:
As already mentioned, the size of residential plots ranges from 3.5 marla to 2 kanal. Overseas block of Capital Smart City is reserved for overseas Pakistanis or expats. Because of its world-class facilities and prime location, overseas block has been the most demanded unit of Capital Smart City. Launched in January 2018, overseas block of Capital Smart City has been a great investment opportunity for overseas Pakistanis as it is especially designed to meet the living standards of foreign residents. Furthermore, overseas block is the first to get possession and the possession has been announced in sectors A to K in Overseas East (Overseas Block-1).
Harmony Park Overseas East (formerly known as Harmony Park Overseas One) is a newly launched block facing the sector E of Overseas East (Overseas Block-1). The members who own plots in Harmony Park block can convert their plots to the new block upon paying 45% of the total price.
Balloting of Overseas Central (previously called Overseas-2) took place on 12th March 2022. Check out all details about second ballotting here.
It is speculated that Overseas block will be the closest to the main entrance at the dedicated interchange of M-2 motorway. This is also confirmed by the latest master plan of Capital Smart City released in December 2019. However, the exact and final location of the interchange has not been revealed yet. Nevertheless, Overseas block is adjacent to the Main Boulevard and closest to the Lake.
Booking. In order to book a commercial or residential plot in Overseas block, the applicant needs to present with the proof of foreign residence to prove the overseas status. However, the overseas block files can be resold to local residents as well.
Balloting of about 6,000 plots of Overseas East (previously known as Overseas Block-1) has been done and plot numbers have been allotted. The development of Overseas phase 1 is happening very rapidly. Possession in Overseas East (Overseas-1) sectors A to K was granted in June 2021.

Moreover, booking in Overseas Central (Overseas phase 2) was closed on 22 July 2020.
After overseas block had gained its due popularity, Capital Smart City launched Executive block in early 2019 to offer the exact same facilities to the local residents of Pakistan. There were no new bookings for this block. When launched, non-overseas members were asked to submit certain dues on their respective files in order to be included in Executive block. This basically meant that they will get possession earlier than non-Executive members.
Before the first balloting event, FDH gave another opportunity to non-overseas members (general block – more on that later) to convert their plots into Executive Block by submitting upto 50% of the dues in order to be included in the first balloting.
Executive block is also divided into two phases. The first balloting of Executive phase 1 has been done for about 6,000 plots in December 2019.
The development of phase 1 is under progress. It is expected that Executive phase 1 will be given possession after Overseas East (Overseas-1). The master plan of Executive block phase-1 was also released at the time of first balloting, held in December 2019.

It is expected that the date of second balloting will be announced very soon after the deadline of booking in Overseas Central (Overseas-2).
Possession of Sectors B, C, D, and E in Executive Block will be granted in Mid 2022.
Where is General Block?
A common misconception is the existence of General block in Capital Smart City. If you look at the master plan, you would notice that there is no general block.
The name general block was adopted when Overseas block was launched. The plots that were not in Overseas were named as General block in the market. However, the society did not support the name “General” and launched Executive block a few months after Overseas block was launched.
Thus, all files that were not Overseas, will eventually be included in Executive block even though initially the society told members to convert to Executive by submitting certain dues.
Harmony Park is now a part of the Overseas Central. This will create the new prospects of opportunities.
Capital Smart City has launched Harmony Park block, in April 2020, with a more affordable range of products including plots and villas. With the launch of the smaller sized commercial and residential plots in Harmony Park, the large scale and iconic housing project has become accessible by everyone.
Balloting of Harmony Park block will be held on 30th May, 2022
The new block called Harmony Park also includes 3.5 marla residential plots. The 3.5 marla plots were launched at a price of 15 lac (Rs.1,500,000) while the monthly installment was just Rs.14,300. Due to overwhelming response by the market, the company increased the list price to Rs.16.5 lac and then further to Rs.17.89 lac.
The current booking price of the 3.5 marla residential plot is 17 lac and 89 thousand rupees (Rs.1,789,000) with the monthly installment of Rs.17,000 approximately. Check out the details of the 3.5 marla residential plots by Capital Smart City.
The deadline for booking the 3.5 marla residential plots in Harmony Park block is 22nd July 2020.
After the success of smaller sized residential plots in Harmony Park, 2.66 marla commercial plots were also launched at a price of Rs. 4,680,000. The dimension of the 2.66 marla commercial is 20′ x 30′ with an area of 600 sqft.
The launch of 2.66 marla commercial plots took many investors by surprise when the newly launched plots were selling at a profit of Rs. 300,000 within hours of being launched. Many wondered if there was a black market in place or something fishy was going on.

Capital Smart City has launched 3.5 and 5 marla villa apartments under the name The Villas in the newly launched Harmony block, in April 2020. The Villa Apartments are reasonably priced with monthly installment as low as Rs. 23,000.
Capital Smart City has just launched a new block called Harmony Park Overseas East (formerly known as Harmony Park Overseas One). This block is located right in front of Sector E of Overseas East Block (previously known as Overseas-1).
Members who own plots in Harmony block can transfer their plots to this new block by paying 45% of the total price before 15th July 2021. The conversion process will start from 30th June 2021. The balloting is scheduled to be held on 30th May 2022.
The preliminary map for Harmony Park Overseas East has just got out. The map suggests plots would have 30 to 40 feet wide streets, 28 feet wide parking space, and 24 feet wide driveways. Besides, the school and a mosque shall be built for communal use.

Capital Smart City has announced the balloting for Overseas Prime, Harmony Park, Harmony Park Overseas on 30th May 2022.
The balloting will be done for residential and commercial plots in these three blocks. The members who have paid 50% payment can apply for the balloting event. Those who want to apply for the balloting are required to pay due installments or 50% payment before the deadline.
Last date for submission of payments to be part of balloting of Overseas Prime, Harmony Park Overseas & Harmony Park has been extended till 29th April 2022. Click here to check out more details.
The ballotting of Overseas Central took place from 5 pm to 7 pm on 12th March 2022. The balloting event held in Capital Smart City and the event was streamed live on the social media.

It was revealed in the Community Meetup held on 16th October 2021, New Block called “Overseas West” will soon be launched.
Capital Smart City is now allowing the members to choose the plot’s location. Members who have paid 40% of their dues would be allowed to opt for this option. For more information on plot selection, refer here.
