Capital Smart City Islamabad is located at a drive of 5-7 minutes from the New Islamabad International Airport, about 10 km from Thalian Interchange at Lahore-Islamabad Motorway (M2). Due to the dedicated interchange on M2 motorway, Capital Smart City will be accessible from Islamabad and Rawalpindi city centers within 25 to 30 minutes.

NHA (National Highway Authority) has issued the approval for the construction of smart city interchange. The construction work would start soon.

Ground Breaking of Capital Smart City Dedicated Interchange has already been carried out on 30th August 2022.

The approval for construction of Capital Smart City Interchange was formally acquired in a meeting with National Highway Authority on 4th February 2022.

The new master plan has revealed exciting details.

  1. The Master Plan has been revised from 55,000 Kanal to 100,000 Kanal and will soon be increased to 150,000 Kanals.
  2. Location of Interchange Revealed. It will be closest block is Overseas Central.
  3. Overseas District 1 has been renamed to Overseas East and Overseas District 2 renamed to Oversease Central.
  4. New Block “Overseas West” is coming soon.
  5. High-rise commercial land soon to be sold to renowned developers.
  6. Another Executive block “Executive District 2” has been added adjacent to Executive District.

The new addition of zones and districts include Forest Residence, NCAF(SPD) Apartments, Aviation District, Gate Precinct, Capital Block District, Riverview Heights, Cultural Residence, Sill River Business Park, CPEC Business Park. Moreover, the map indicates that the society would have NUTECH University, a students’ hostel, and GIKI & NDU apart from Education District.

Moreover, Crystal Lake Block, which will have corporate offices, has been shifted to another location. The area of the Education District is increased, also featuring new institutions. The application for NOC of CPEC Business Park and Sill River Business Park will be applied soon. Approvals and NOC

The land of Capital Smart City falls in the district (Mauza) Chahan and Mandwal which comes under the jurisdiction of Rawalpindi Development Authority (RDA). In 2018, Capital Smart City had received the final No Objection Certificate (NOC) from RDA for the first phase.

After receiving the NOC, the society held the first successful balloting event in December 2019 where over 6,000 members of phase 1 of Overseas and Executive blocks were allotted plot numbers.

Moreover, Capital Smart City has now received approval for Sui Gas Supply as well.

Possession in Capital Smart City

After Overseas Prime-1 & Executive Block-1, Capital Smart City has announced possession for Smart Villas in Overseas Est Block on 30th September 2023.

Earliar, Capital Smart City has announced the possession in its other blocks. Among those blocks, the most awaited possession was for Overseas East.

Overseas East (ex Overseas block-1) was launched in early 2018. This block received extra fame and love from the market as it accompanied the news of being the first block to get possession. The management had announced that Overseas District 1 will get possession in mid-2020. However, it got delayed due to COVID-19 and the new rumor was the end of the same year.

What does Capital Smart City offer?

Capital Smart City is a large scale housing project spanning over more than 55,000 kanal of land. The project is divided into three main blocks, called Overseas block, Executive block and Harmony Park block. The newly launched block, called Overseas Prime, forms the fourth block. 

In each block, there are commercial and residential plots of various sizes along with constructed villas available on easy installment plans. Over all, the commercial plots range from 2.5 marla to 8 marla in size while residential plots range from 3.5 marla up to 2 kanal in size. The details of each category are as follows:

Residential Plots

As already mentioned, the size of residential plots ranges from 3.5 marla to 2 kanal. Currently, the society is offering 3.5 marla, 5 marla, 7 marla, 10 marla, 12 marla, 1 kanal and 2 Kanal residential plots. The plots are available on easy installment plan of 3 to 3.5 years. Launched in September 2020, Overseas Prime is a purpose-built premium block designed specifically for overseas Pakistanis aiming to provide the luxurious neighborhood that they are used to in their experience outside Pakistan.

An extension of the Overseas Prime block has been launched and is named Overseas Prime 2. The payment plan has also been revealed.

This block offers residential plots of 5 marla, 7 marla, 10 marla, 12 marla, 1 kanal and 2 kanal.

2. Overseas Block

Overseas block of Capital Smart City is reserved for overseas Pakistanis or expats. Because of its world-class facilities and prime location, overseas block has been the most demanded unit of Capital Smart City. Launched in January 2018, overseas block of Capital Smart City has been a great investment opportunity for overseas Pakistanis as it is especially designed to meet the living standards of foreign residents. Furthermore, overseas block is the first to get possession and the possession has been announced in sectors A to K in Overseas East (Overseas Block-1).

Harmony Park Overseas East (formerly known as Harmony Park Overseas One) is a newly launched block facing the sector E of Overseas East (Overseas Block-1). The members who own plots in Harmony Park block can convert their plots to the new block upon paying 45% of the total price.

Moreover, booking in Overseas Central (Overseas phase 2) was closed on 22 July 2020.

3. Executive Block

After overseas block had gained its due popularity, Capital Smart City launched Executive block in early 2019 to offer the exact same facilities to the local residents of Pakistan. There were no new bookings for this block. When launched, non-overseas members were asked to submit certain dues on their respective files in order to be included in Executive block. This basically meant that they will get possession earlier than non-Executive members.

Before the first balloting event, FDH gave another opportunity to non-overseas members (general block – more on that later) to convert their plots into Executive Block by submitting upto 50% of the dues in order to be included in the first balloting.

Executive block is also divided into two phases. The first balloting of Executive phase 1 has been done for about 6,000 plots in December 2019.

The development of phase 1 is under progress. It is expected that Executive phase 1 will be given possession after Overseas East (Overseas-1). The master plan of Executive block phase-1 was also released at the time of first balloting, held in December 2019.

4. Harmony Park Block

Harmony Park is now a part of the Overseas Central. This will create the new prospects of opportunities.

Capital Smart City has launched Harmony Park block, in April 2020, with a more affordable range of products including plots and villas. With the launch of the smaller sized commercial and residential plots in Harmony Park, the large scale and iconic housing project has become accessible by everyone.

5. Harmony Park Overseas East

Capital Smart City has just launched a new block called Harmony Park Overseas East (formerly known as Harmony Park Overseas One). This block is located right in front of Sector E of Overseas East Block (previously known as Overseas-1).

Members who own plots in Harmony block can transfer their plots to this new block by paying 45% of the total price before 15th July 2021. The conversion process will start from 30th June 2021. The balloting is scheduled to be held on 30th May 2022.

Location & Map

The map for Harmony Park Overseas East suggests plots would have 30 to 40 feet wide streets, 28 feet wide parking space, and 24 feet wide driveways. Besides, the school and a mosque shall be built for communal use.

FBR Advance Tax Policy

The Federal Board of Revenue (FBR) has imposed a new advance tax payment policy for all real estate projects.

The management of CSC is supposed to collect this tax from all members and deposit it with FBR on the members’ behalf.

There are three categories of all types of investments such as sale, purchase, or payment of installments:

  1. Filer
  2. Non Filer
  3. Overseas or Non Resident

Each category shall pay a specified percentage of the plot/property price as FBR Advance Tax.

Development Work Update

Since early 2018, the development work of Capital Smart City is being done at a rapid pace. A large number of heavy machinery and labour is constantly at work to bring the dream-like smart city into reality.

  • The Connecting Bridge (450 feet long) at Sill River has been completed and opened in record time. Bridges at Access 2 and Access 3 roads are complete and Access1 bridge will be complete soon.
  • The development work at Capital Smart City’s Overseas block is in full swing. The earthwork and excavation are being carried out steadily. Mosque in OS C is complete and open for public. Smart school building is also coplete and is in fishing stage in OS block.
  • Horticulture work is proceeding apace steadily and Linear Park/s are designed beautifully and are being developed at a rapid pace.
  • Mosque in Capital Hills block is also under construction.
  • The development work at the golf course is well underway and smart villas construction in Overseas & Executive block is in progress as well.
  • Capital Smart City is now fully connected to WAPDA electricity. Wapda powered smart electricity lights up the roads and community buildings.
  • Two double decker buses have been launched for Capital Smart City site visits. This indicates that the BRT (Bus Rapid Transit) system would be operational soon.
  • A new Fire Fighting Truck has arrived at the site of Capital Sart City to ensure the safety of residents in case of unfortunate incidents of fire outbreaks.
  • The construction work for fountain at Access 3 Gate has commenced.

Where is General Block?

A common misconception is the existence of General block in Capital Smart City. If you look at the master plan, you would notice that there is no general block.
The name general block was adopted when Overseas block was launched. The plots that were not in Overseas were named as General block in the market. However, the society did not support the name “General” and launched Executive block a few months after Overseas block was launched.
Thus, all files that were not Overseas, will eventually be included in Executive block even though initially the society told members to convert to Executive by submitting certain dues.

Why is the location of Overseas block considered ideal?

It is speculated that Overseas block will be the closest to the main entrance at the dedicated interchange of M-2 motorway. This is also confirmed by the latest master plan of Capital Smart City released in December 2019. However, the exact and final location of the interchange has not been revealed yet. Nevertheless, Overseas block is adjacent to the Main Boulevard and closest to the Lake.

Booking. In order to book a commercial or residential plot in Overseas block, the applicant needs to present with the proof of foreign residence to prove the overseas status. However, the overseas block files can be resold to local residents as well.
